FBR hires advocates for service litigation across Pakistan

Tax authority invites lawyers to join specialised panel for service-related cases before courts and tribunals

ISLAMABAD, August 17, 2026: The Federal Board of Revenue (FBR) has initiated the process of hiring advocates from across Pakistan to represent the tax authority and its field formations in service-related litigation before judicial and quasi-judicial forums.

The FBR has invited applications from advocates for appointment to its panel of advocates (Service Law) as part of efforts to strengthen and professionalise the handling of departmental service litigation.

The tax authority and its subordinate offices across Pakistan are currently involved in service-related cases before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court and other judicial and quasi-judicial forums.

The panel advocates will be engaged at FBR Headquarters in Islamabad and its field formations exclusively for matters relating to service law.

Scope of legal work

According to the FBR, panel advocates will provide legal opinions, endorsements and recommendations on matters involving service law and employment, disciplinary proceedings, promotion and seniority disputes, pension matters and terms and conditions of service.

They will also advise the department on constitutional and administrative law issues concerning the FBR and its employees.

The advocates will represent the FBR before the FST, High Courts, Supreme Court of Pakistan, Federal Constitutional Court and other judicial or quasi-judicial forums on the department’s directions.

Their responsibilities will include preparing para-wise comments, replies, appeals, petitions, applications and other pleadings for submission before competent forums.

Panel advocates will also conduct and monitor litigation on behalf of the FBR and keep the department informed about significant developments in pending cases.

They will be required to promptly communicate court and tribunal directions, short orders, orders and judgments to the department and assist in ensuring their timely compliance.

The lawyers will also submit written case-progress reports, including details of the next hearing date, and provide information through any digital application developed or deployed by the FBR.

Litigation strategy and legal risk

The proposed panel will also assist the department in developing litigation strategies and assessing legal risks arising from service-related disputes.

The initiative is intended to provide the FBR with specialised legal representation and improve coordination in cases involving its employees and service matters.

Eligibility and application conditions

Under the terms and conditions for appointment, candidates may apply for one station only. Applications for multiple stations will not be considered.

Applicants must apply for a station corresponding to their residence, domicile or station of practice.

Candidates are required to hold a Bachelor’s or Master’s degree in Law.

Where a law degree has been obtained from a foreign university, applicants will be required to provide an equivalence certificate issued by the Higher Education Commission (HEC).

Applicants must also be enrolled with the relevant Bar Council as an Advocate High Court or Advocate Supreme Court.

The FBR’s move is aimed at establishing a specialised legal panel capable of handling service-related disputes involving the tax authority and strengthening its representation before courts and tribunals across the country.
