FBR plans real-time production monitoring for electronics manufacturers

Tax authority invites bids for digital system to monitor household electronics production and strengthen tax compliance

ISLAMABAD: The Federal Board of Revenue (FBR) is planning to introduce a real-time digital production monitoring system for household electronics manufacturers as part of its drive to curb tax evasion, improve documentation and enhance transparency in the manufacturing sector.

To implement the initiative, the FBR has invited sealed bids from eligible vendors for the design, supply, deployment, operation and maintenance of an Electronics Manufacturing Production Monitoring System (EMPMS) for manufacturers operating in Pakistan’s household electronics industry.

According to the Request for Proposal (RFP), the proposed system will enable the tax authority to monitor manufacturing activities online in real time, helping ensure accurate production reporting and reducing opportunities for underreporting and tax evasion.

The monitoring platform is designed to be deployed across various stages of the manufacturing process, including assembly, testing, packaging and dispatch operations.

The system will cover the production of a wide range of household electronic appliances, including televisions, air conditioners, refrigerators, freezers, washing machines, microwave ovens and other consumer electronics.

Under the bidding requirements, vendors have been asked to submit indicative pricing covering all aspects of the project, including hardware, software, communication infrastructure, software licences, cloud or on-premises services, implementation, training, maintenance and technical support in accordance with the technical specifications outlined in the RFP.

The successful bidder will also be required to conduct a proof-of-concept demonstration at a manufacturing facility designated by the FBR before the system is rolled out.

According to the RFP, the demonstration will evaluate the proposed solution’s operational capability, accuracy, interoperability, scalability and compliance with the technical and functional requirements specified by the tax authority.

The planned EMPMS forms part of the FBR’s broader digital transformation strategy aimed at modernising tax administration through the use of technology. The initiative is expected to improve monitoring of manufacturing output, strengthen tax compliance, enhance transparency and support more effective revenue collection in Pakistan’s electronics manufacturing sector.
