The Federal Board of Revenue has asked field formations to submit complete promotion records by October 30, 2026, for consideration by the Departmental Promotion Committee.
ISLAMABAD: The Federal Board of Revenue (FBR) has directed all Directors General and Chief Commissioners Inland Revenue to submit complete records for considering the promotion of Supervisors/Head Clerks (BS-14) and Assistants (BS-15) to the post of Office Superintendent (BS-16).
In a directive concerning promotions against vacant BS-16 posts, the FBR said the required information and supporting documents must be furnished to the Board for consideration by the Departmental Promotion Committee (DPC).
The Board has sought attested copies, duly verified by the respective Additional Commissioner Inland Revenue (ADC-IR) or Deputy Commissioner Inland Revenue (DC-IR) Headquarters, of the final circulated seniority lists of Supervisors/Head Clerks (BS-14) and Assistants (BS-15).
The covering letters accompanying both seniority lists must also be provided.
The concerned ADC-IR or DC-IR Headquarters must additionally submit a certificate confirming that no seniority dispute involving officials included in the promotion panel is pending at the departmental level or before any court of law.
Five years’ performance records required
The FBR has directed field formations to provide the original Performance Evaluation Reports (PERs) for the last five years, completed up to June 30, 2026, for every official included in the promotion panel.
The panel must contain two officials against each vacancy, with separate panels prepared for the 90% and 10% promotion quotas.
A certificate duly countersigned by the concerned Chief Commissioner Inland Revenue (CCIR) or Director General (DG) must also be submitted, confirming that no disciplinary or criminal case is pending against any official included in the panel.
The concerned formation must further certify that each nominated employee has completed at least five years of service in their present post.
In addition, a certificate countersigned by the concerned CCIR or DG must confirm that the Annual Declarations of Assets of all officials included in the panel are complete up to June 2026.
FBR seeks latest vacancy position
The Board has also asked for the latest vacancy position for Office Superintendent (BS-16), including:
• Total sanctioned strength of Office Superintendents;
• Working strength under the 90% and 10% quotas;
• Existing vacancy position;
• Anticipated vacancies up to December 12, 2026, with a date-wise breakdown of each expected vacancy; and
• Total vacancies.
The FBR has further directed that consolidated panels of eligible employees for Islamabad, Lahore, Multan and Karachi be submitted by RTO Islamabad, CTO Lahore, RTO Multan and CTO-I Karachi, respectively.
The submissions must include all required supporting documents, office-wise vacancy positions and the present postings of each official included in the promotion panels.
Deadline set for October 30
The Board has directed the concerned formations to ensure that the complete record and required data reach the FBR by October 30, 2026, without fail.
The FBR warned that incomplete cases or cases received after the prescribed deadline would not be considered by the Departmental Promotion Committee.
The directive is aimed at facilitating consideration of eligible BS-14 and BS-15 employees for promotion against available Office Superintendent (BS-16) positions in the relevant Inland Revenue field formations.
