FBR transfers and posts 18 senior Customs officers in a major administrative shake-up before the start of FY2026-27.
ISLAMABAD: The Federal Board of Revenue (FBR) has announced a major reshuffle within the Pakistan Customs Service (PCS), transferring and posting 18 officers in BS-19 and BS-20 across key customs formations, enforcement units, transit trade directorates and FBR headquarters.
The transfers and postings take immediate effect and come just days before the start of fiscal year 2026-27, signalling a significant administrative reorganisation aimed at strengthening customs operations and revenue administration.
According to an official notification issued on June 25, 2026, several senior officers currently serving at FBR headquarters have been assigned to operational roles in field formations, while others have been brought to Islamabad to support policy formulation and administrative functions.
Key BS-20 Transfers
Ms Azmat Tahira has been appointed Collector, Collectorate of IOCO, Lahore, after serving as Chief at FBR Headquarters.
Ms Sadia Munib has been posted as Director, Directorate of National Nuclear Detection Architecture (NNDA), Lahore, from her previous role as Chief at FBR Headquarters.
Abdul Waheed Marwat has been transferred from FBR Headquarters and appointed Collector, Collector HQs-Enforcement, Islamabad.
Sanaullah Abro has been posted as Director General (OPS), Directorate General of Transit Trade, Karachi. He previously served as Director General (OPS), Directorate General of Customs Valuation, Karachi.
Munib Sarwar has been appointed Director, Directorate of CPEC, Lahore, after serving as Director, Directorate of National Nuclear Detection Architecture (NNDA), Lahore.
Ms Tayyeba Kayani has been transferred from FBR Headquarters and posted as Collector, Collectorate of Customs Appraisement, Faisalabad.
Muhammad Irfan Wahid has been appointed Director General (OPS), Directorate General of Customs Valuation, Karachi, after serving at FBR Headquarters.
Ziaullah Shams has been posted as Collector, Collectorate of Customs Appraisement, Peshawar, and has also been assigned the additional charge of Collector, Collectorate of Customs Appraisement, Kohat. He previously served as Collector HQs-Enforcement, Islamabad.
Ghulam Mustafa has been appointed Director, Directorate of Intelligence, Peshawar, with additional charge of Director, Directorate of Transit Trade, Peshawar. He was previously serving as Collector, Customs Appraisement, Peshawar.
Rizwan Basharat has been transferred from Collector, Customs Appraisement, Faisalabad, and appointed Chief at FBR Headquarters, Islamabad.
BS-19 Officers Reassigned
Ms Saleha Zakir Shah has been posted as Additional Director, Customs Academy of Pakistan (CAP), Islamabad, from the position of Secretary at FBR Headquarters.
Dr Imran Rasool Khan has been appointed Additional Director, Cross Border Currency Movement (CBCM), Directorate General of Intelligence and Risk Management-Customs, Islamabad.
Ms Kanwal Ali has been posted as Director (OPS), Integrated Communication, Directorate of Communication and Public Relations-Customs, Islamabad. She has also been assigned the additional charge of Director (OPS), Directorate of National Nuclear Detection Architecture (HQ), Islamabad.
Aftab Ullah Shah has been transferred as Additional Collector, Collectorate of Customs Adjudication-II, Karachi. He will also hold the look-after charge of Additional Collector, Office of the Collector HQs-Exports and IOCO, Karachi.
Ghulam Hyder Mahesar has been appointed Additional Director, Directorate General of Transit Trade, Karachi.
Muhammad Nauman Tashfeen has been posted as Additional Director, Directorate of Transit Trade, Quetta, and has also been assigned the additional charge of Additional Director, Directorate of Transit Trade, Gwadar.
Moeen Afzal Ali has been appointed Secretary (Customs Policy Wing), FBR Headquarters, Islamabad.
Wajid Zaman has been posted as Secretary (FATF), FBR Headquarters, Islamabad. He has also been assigned the additional charge of Additional Director, Directorate General of Communication and Public Relations-Customs, Islamabad.
Special Directions
The FBR has directed Rizwan Basharat to relinquish charge as Collector, Customs Appraisement, Faisalabad, following the return of Ms Tayyeba Kayani from ex-Pakistan leave and her assumption of the post.
The notification further stated that officers receiving Performance Allowance before the issuance of the transfer orders will continue to receive the allowance at their new places of posting. However, the allowance will not be applicable to officers posted to FBR Headquarters in Islamabad.
The latest reshuffle is expected to strengthen customs administration, improve enforcement effectiveness, enhance oversight of transit trade and support the achievement of revenue collection and trade facilitation objectives during FY2026-27.
