FBR tracks foreign travel and nationality of IRS and PCS officials

New disclosure rules require tax and customs officers to declare foreign nationality, travel documents and family details within 90 days.

ISLAMABAD: The Federal Board of Revenue (FBR) has initiated a comprehensive scrutiny of foreign travel history and foreign nationality status of officials serving in the Inland Revenue Service (IRS) and Pakistan Customs Service (PCS) under newly notified disclosure rules for 2026.

The move comes under the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, aimed at strengthening transparency and ensuring compliance within the civil bureaucracy.

According to an official circular issued by the Establishment Division, all civil servants are required to submit detailed declarations regarding their nationality status, foreign travel documents, and any marital ties with foreign nationals.

The proforma, prescribed under Rule 3(3) of the new regulations and notified through S.R.O. 893(I)/2026 dated June 1, 2026, must be completed by all relevant officers and officials within 90 days.

Mandatory disclosure for IRS and PCS officers

The FBR has directed all officers of the Inland Revenue Service and Pakistan Customs Service, including ex-cadre officials, to submit the required information in the specified format.

Officials in BS-17 and above have been instructed to submit their declarations through a dedicated official email address to the Management Wing secretariat. Meanwhile, officers in BS-01 to BS-16 are required to submit their forms through their respective field formations, which will be responsible for record-keeping and compliance.

For employees posted at FBR Headquarters in Islamabad, submissions are to be made directly to the relevant management sections.

Details required under new rules

Under the new framework, officials are required to disclose:

• Foreign nationality status of themselves and dependents

• Holding of any foreign travel documents or passports

• Marital status involving foreign nationals

Authorities have stressed that all civil servants must carefully review the newly introduced rules and ensure full compliance within the stipulated timeframe.

Strengthening transparency in public service

The directive is part of broader administrative reforms aimed at enhancing accountability and transparency within key revenue institutions.

Officials familiar with the development said the policy is intended to strengthen internal oversight mechanisms and ensure that sensitive financial and enforcement positions are held in accordance with national regulatory standards.

The FBR is expected to monitor compliance closely and may seek detailed records from field formations on short notice as part of the verification process.

The initiative marks a significant step toward tighter governance and documentation within Pakistan’s revenue and customs administration.
