Withholding agents must report recipients’ CNICs, NTN, addresses, payment amounts and tax deductions in quarterly statements under Section 165 of the Income Tax Ordinance, 2001.

The Federal Board of Revenue (FBR) has made it mandatory for withholding agents to provide the Computerised National Identity Card (CNIC) numbers of persons alongside transaction details in statements for Tax Year 2027.

According to the Income Tax Ordinance, 2001, updated up to June 30, 2026, the requirement applies to the tax year running from July 1, 2026, to June 30, 2027.

Section 165 requires persons collecting or deducting tax under the relevant provisions of the Ordinance, Chapter XII or the Tenth Schedule to submit quarterly statements to the Commissioner Inland Revenue in the prescribed form.

The statements must include each person’s name, CNIC number, National Tax Number (NTN) and address, along with the total payments made and the amount of tax collected or deducted during the relevant quarter. Other prescribed particulars must also be provided.

The law further requires withholding statements to be filed even where no tax has been collected or deducted during the relevant period, subject to the exception for information furnished under Section 165A.

Under the prescribed schedule, statements for the quarter ending March 31 must be filed by April 20, while those for the quarter ending June 30 are due by July 20. Statements for the September quarter must be submitted by October 20, and those for the December quarter by January 20.

Section 165 also allows taxpayers to submit revised statements within 60 days of filing to correct omissions or inaccurate information. The Commissioner may require statements for specified periods through written notices and may grant extensions where reasonable grounds for late filing are established.

In addition, prescribed withholding agents must electronically file annual statements within 30 days after the end of the tax year. They are also required to submit reconciliation statements matching annual withholding figures with amounts declared in income tax returns, audited accounts or financial statements by the applicable return-filing deadline.

The provisions form part of the FBR’s reporting framework for monitoring tax collection, payments and compliance during Tax Year 2027.
