Leghari launches crackdown on DISCO officers over unresolved consumer complaints

Power minister orders disciplinary action as CCMS data reveals widespread delays in complaint resolution across distribution companies

Federal Minister for Power Sardar Awais Ahmed Khan Leghari has ordered immediate disciplinary action against underperforming officers of electricity distribution companies (DISCOs) following a review that revealed widespread delays in resolving consumer complaints across Pakistan.

The directive comes after an assessment of data from the national 118 Customer Complaint Management System (CCMS PLUS), covering the period from October 1, 2025 to March 31, 2026. The review identified tens of thousands of unresolved or delayed complaints related to power outages, voltage fluctuations, line faults and transformer failures.

Acting on the minister’s instructions, Peshawar Electric Supply Company (Peshawar Electric Supply Company) and Sukkur Electric Power Company (Sukkur Electric Power Company) became the first utilities to initiate disciplinary proceedings, including suspensions, against officers deemed the poorest performers.

According to official details, PESCO suspended three Sub-Divisional Officers (SDOs) and one Executive Engineer (XEN), while SEPCO suspended one SDO and one former XEN. The officers have been attached to headquarters pending further proceedings.

The Power Division has also directed other distribution companies — including LESCO, GEPCO, FESCO, IESCO, MEPCO, HAZECO, HESCO, QESCO and TESCO — to begin similar disciplinary actions. More than 100 SDOs and XENs have reportedly been identified for possible action, including show-cause notices, suspensions and transfers.

Minister Leghari said negligence in addressing consumer complaints weakens public trust and undermines the government’s commitment to improving service delivery in the power sector.

He warned that continued poor performance could lead to stricter penalties, including compulsory retirement for persistent negligence.

The minister also announced plans to introduce quarterly public performance rankings for SDOs and XENs, alongside enhanced monitoring systems, as part of broader reforms aimed at improving accountability and efficiency in electricity distribution companies.

Officials said the reforms are intended to create a more transparent and consumer-focused power distribution system across the country.
