SIFC, World Bank discuss reforms to improve Pakistan’s business Environmente

Discussions focus on regulatory simplification, the Asaan Karobar Framework and digital facilitation for businesses.

The Special Investment Facilitation Council (SIFC) and the World Bank (WB) discussed measures to improve Pakistan’s business environment, streamline regulatory processes and facilitate private-sector activity during a meeting held on Thursday.

The meeting was held between SIFC Secretary Jameel Ahmad Qureshi and a World Bank Group delegation, according to a press release.

The discussions focused on the Asaan Karobar Framework, Regulatory Registry and Pakistan Business Portal, which are being developed to simplify regulatory procedures, improve coordination among institutions and reduce the compliance burden faced by businesses.

Focus on Regulatory Reforms

The Asaan Karobar Framework provides a structured approach to simplifying business-related regulations and improving the ease of doing business in Pakistan.

Meanwhile, the Regulatory Registry aims to provide businesses with greater clarity and easier access to applicable regulatory requirements. The Pakistan Business Portal is intended to offer businesses a more coordinated interface for engaging with relevant government institutions.

The meeting also discussed the importance of institutional coordination in implementing business facilitation reforms.

SIFC highlighted its whole-of-government approach, which brings together federal, provincial and sectoral stakeholders to support the implementation of initiatives aimed at improving the regulatory environment.

World Bank Assures Continued Support

Engagement with provincial governments was also highlighted as an important part of the reform process, with coordination considered necessary to ensure that business facilitation measures are implemented more broadly.

The World Bank delegation appreciated SIFC’s inclusive approach, particularly its engagement with provincial governments, and acknowledged the importance of coordinated efforts to improve Pakistan’s regulatory and business environment.

The World Bank also assured continued support for initiatives aimed at strengthening business facilitation and advancing regulatory reforms.

SIFC Targets Private-Sector Growth

SIFC is continuing efforts to promote a more streamlined and transparent environment for businesses and investors by facilitating coordination among government institutions.

The initiatives are intended to reduce procedural complexity, improve clarity around regulatory requirements and enhance access to government facilitation mechanisms.

According to the SIFC, these coordinated measures are aimed at supporting entrepreneurship, investment and sustainable private-sector-led economic activity in Pakistan.

The ongoing engagement with the World Bank reflects continued efforts to improve the country’s regulatory framework and create more accessible mechanisms for businesses seeking to interact with government institutions.
