Sindh Mandates Biometric Verification for Vehicle Registration

Karachi, September 16, 2024 – The Sindh government has introduced a significant policy change, making biometric verification mandatory for vehicle registration and ownership transfers in the province.

The announcement was made by Sindh Excise and Taxation Minister, Sharjeel Inam Memon, as part of an effort to increase transparency and curb fraudulent vehicle transfers.

Under the new policy, the implementation will be rolled out in three distinct phases. Memon explained that the first phase, starting from July 1, 2024, mandates biometric verification for the registration of all new vehicles in Sindh. This will ensure that every new vehicle registered is linked to the verified identity of its owner.

The second phase, which comes into effect on November 1, 2024, extends the biometric requirement to individuals purchasing vehicles. This will include both first-time buyers and those purchasing second-hand vehicles. In this phase, anyone buying a vehicle in the province will need to undergo biometric verification before completing the transaction.

In the third and final phase, both buyers and sellers will be required to complete biometric verification. This step, scheduled to be implemented soon after the second phase, aims to fully secure the vehicle transfer process and prevent any illegal or fraudulent transactions.

Memon emphasized the importance of these changes in modernizing the Sindh Excise Department, noting that this is a key milestone in the government’s broader goal of reforming the vehicle registration process. “This is just the beginning,” Memon said, pointing out that the introduction of biometric verification is designed to enhance transparency and reduce the risk of illegal transfers and fraudulent activity.

To facilitate the new requirements, citizens will be able to complete their biometric verification at NADRA e-facilitation centers or by visiting their local district excise offices. This will make it easier for individuals to comply with the new rules without facing excessive bureaucratic delays.

Since taking office, Memon has initiated various steps to modernize the Sindh Excise and Taxation Department. In August, he introduced a system for vehicle registration at showrooms, aimed at simplifying the registration process for new buyers.

Additionally, Memon announced plans to begin the second phase of issuing premium number plates, with 50 new plates set to be released in a fundraising effort for flood victims. The premium number plates are part of an initiative to raise funds for those affected by natural disasters in the province, and Memon indicated that this would be launched in the coming months.
