APCAA Rejects Shipping Association’s Embezzlement Allegations

Karachi, February 1, 2024 – The All Pakistan Customs Agents Association (APCAA) came out strongly on Thursday, condemning the All Pakistan Shipping Association for leveling groundless charges of embezzlement against customs agents.

The APCAA refuted these accusations and expressed serious concern over the attempt to divert attention from critical issues within the shipping industry.

In a recent statement, Asim Siddiqui, Chairman of the All Pakistan Shipping Association, alleged embezzlement and defalcation by custom agents in their supposed discounts. APCAA Chairman Maqbool A. Malik issued a statement denouncing Siddiqui’s claims, emphasizing that financial transactions with importers and exporters are conducted transparently through banking channels and pay orders.

Custom agents, integral to the trade industry, have consistently played a crucial role in uncovering irregularities and overcharging practices within the shipping sector. These efforts have been well-documented and acknowledged by various sectors, challenging the credibility of Siddiqui’s unfounded allegations.

Sheikh Muhammad Tariq, Vice Chairman of the APCAA, criticized the relentless and unyielding attitude displayed by the Shipping Association, noting that it not only undermines the credibility of custom agents but also diverts attention from the real issues at hand. Tariq highlighted the need for controlling legislation and a code of conduct to restrain shipping companies operating without adequate oversight.

Tariq further pointed out the exorbitant charges imposed by shipping companies for Terminal Handling Charges (THC), container detention, and undisclosed fees, which have been a longstanding issue adversely affecting the trade environment and placing a substantial financial burden on the country’s economy. He expressed concern over the repetition of similar charges by Terminal Operators, compounding the financial strain on importers and exporters.

Both Maqbool A. Malik and Sheikh Muhammad Tariq urgently called upon the concerned government authorities to intervene and address the issue of realistic charges in alignment with Chapter XXVI of the Shipping Rules, as notified in SRO 450(I)2001. The APCAA advocates for the establishment of a comprehensive regulatory framework to curb the arbitrary practices of shipping companies and ensure a fair and transparent trade environment.

As the only nationally recognized stakeholder by the Government of Pakistan, APCAA remains dedicated to serving its members across the country. The Association continues to raise its voice for the welfare of its members and strongly opposes the false and deniable acquisition attempts by the All Pakistan Shipping Association.
