Asset declaration deadline announced for government employees

Islamabad, June 30, 2025 – The Establishment Division has officially announced July 25, 2025 as the deadline for government employees to submit their asset declaration for the fiscal year ending June 30, 2025.

This annual exercise is mandated under Rule 12 of the Government Servants (Conduct) Rules, 1964, and supported by various administrative instructions issued over time.

In a formal notification, the Establishment Division has directed all ministries and divisions to ensure timely collection and submission of declarations of assets and liabilities from officers belonging to the occupational service cadres. These declarations must be filed using the prescribed proforma, which is available on the Establishment Division’s official website, no later than the deadline of July 25.

The Establishment Division is responsible for maintaining asset declaration records of officers from the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group, and Office Management Group (OMG). Ministries are instructed to submit the declarations of officers in these groups to the Establishment Division by the specified deadline.

Furthermore, officers from the mentioned service groups who are serving under provincial governments are advised to submit an advance copy of their declaration to the Establishment Division directly. This will ensure there are no delays or lapses in compliance. Declarations of assets for other service groups or cadres will be handled and retained by their respective ministries, divisions, or departments.

It is important to highlight that failure to comply with the asset declaration requirement will be considered “misconduct” under Rule 2(k) of the Civil Servants (Efficiency and Discipline) Rules, 2020. Moreover, under Rule 7(j) of the Civil Servants Promotion Rules (BS-17 to BS-21), 2019, any officer who fails to submit annual declarations for the last five years will be deferred from promotion.

The Establishment Division emphasized that adherence to the declaration deadline is not only a matter of compliance but also a critical component of transparency and integrity in public service. Government employees are, therefore, strongly urged to fulfill this obligation within the stipulated deadline to avoid disciplinary or promotional consequences.
