Committee approves OGRA fees and charges rules while conditionally clearing power-sector amendments and changes to Pakistan Coast Guards and Drugs Research rules.
ISLAMABAD: The Cabinet Committee on Disposal of Legislative Business has approved the draft OGRA Fees and Charges Rules, aimed at aligning the fee and charges framework for regulatory and licensing services administered by the Oil and Gas Regulatory Authority with current requirements.
The meeting was chaired by Federal Minister for Law and Justice Senator Azam Nazeer Tarar and reviewed a number of proposed legal and regulatory amendments and rules submitted by various ministries and government divisions.
Power sector amendments conditionally approved
The committee also granted conditional approval to proposed amendments to the Generation, Transmission and Distribution of Electric Power Act, 1997.
The approval is subject to incorporating the committee’s recommendations and suggestions into the draft legislation before it proceeds further.
Pakistan Coast Guards Act amendment approved
The committee approved a proposed amendment to the Pakistan Coast Guards Act, 1973, providing a formal legal framework for rules and regulations governing the Regimental Fund, including its administration and operation.
The amendment is intended to establish the necessary legal basis for managing the fund through prescribed rules and regulations.
Drugs Research Rules amended
The committee also approved a proposed amendment to the Drugs (Research) Rules, 1978.
The amendment will provide the legal scope for establishing, improving and upgrading research and laboratory facilities through the Central Research Fund.
FIA, immigration amendments deferred
Consideration of proposed amendments to the FIA Act, 1974, and the Immigration Rules, 1979, was deferred by the committee.
Meanwhile, the agenda concerning the Draft PEMRA Rules, 2025 was withdrawn from consideration.
Senior officials from the relevant ministries, divisions and government departments attended the meeting.
The decisions form part of the government’s ongoing review of legal and regulatory frameworks covering public institutions, regulatory authorities and administrative functions.
