Finance Ministry issues guidelines for defined contribution pension scheme

Ministries directed to verify employee data and nominate focal persons for implementation of the federal pension scheme

ISLAMABAD: The Ministry of Finance has issued detailed guidelines for implementing the Federal Government Defined Contribution (DC) Pension Fund Scheme, 2024, as the new pension system moves into its operational phase.

In a memorandum issued on August 11, 2026, the Finance Ministry said the Defined Contribution Pension Fund Scheme was introduced with effect from July 1, 2024. The notified rules provide for its implementation through the Accountant General Pakistan Revenues (AGPR), Finance Division and all relevant federal ministries, divisions, departments and subordinate offices.

The ministry has directed all concerned entities to extend full cooperation to the AGPR and Finance Division to ensure effective implementation and monitoring of the scheme.

Ministries to nominate focal persons

Under the new guidelines, every ministry and division has been instructed to nominate a focal person of BS-17 or above to coordinate matters relating to the pension scheme.

The details of the nominated officials are to be provided to the Finance Division and the Controller General of Accounts (CGA)/AGPR. Ministries and divisions have also been directed to designate offices or sections responsible for verifying, certifying and maintaining employee data required under the scheme.

Employee records to be updated within 15 days

The Finance Ministry has instructed ministries and divisions to prepare and verify lists of employees appointed on a regular basis from July 1, 2024, who fall within the scope of the Defined Contribution Pension Fund Scheme.

The particulars and credentials of eligible employees must be updated with the AGPR within 15 days of receipt of the memorandum.

The instructions will also apply to departments, subordinate offices and other entities operating under the administrative control of the respective ministries and divisions.

CGA tasked with consolidated employee data

Meanwhile, the Controller General of Accounts has been directed to coordinate with the AGPR and submit an updated consolidated list of registered employees following verification of the relevant data.

The list is to be categorised by ministry, division, department and Basic Pay Scale (BPS), allowing the authorities to maintain a comprehensive record of employees covered by the new pension arrangement.

The Finance Ministry has directed all concerned authorities to treat the matter as a priority and extend the necessary cooperation to ensure the smooth operationalisation of the Defined Contribution Pension Fund Scheme.

The move marks a significant step towards implementing the federal government’s new pension framework for employees appointed from July 1, 2024, and establishing the administrative mechanisms required for its effective operation.
