ECC approves key funding measures for PTVC and M-12 motorway

Committee clears quarterly funding for PTVC and backs financial guarantees to advance the Sialkot–Kharian Motorway under a public-private partnership.

The Economic Coordination Committee (ECC) of the Cabinet has approved a series of important financial decisions, including quarterly funding for Pakistan Television Corporation (PTVC) and sovereign guarantees for the Sialkot (Sambrial)–Kharian Motorway (M-12) project.

The meeting was chaired by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb at the Finance Division on Tuesday.

During the meeting, the ECC reviewed a proposal submitted by the Ministry of Information and Broadcasting seeking a Technical Supplementary Grant (TSG) for PTVC for the fiscal year 2026-27.

The committee approved the release of funds on a quarterly basis, allocating Rs3.25 billion every quarter to help the state-owned broadcaster meet its operational requirements and essential running expenses.

However, the committee also stressed the need for long-term financial reforms. It directed the Ministry of Information and Broadcasting to present a comprehensive financial sustainability plan for PTVC within the next two months.

The proposed plan is expected to outline measures aimed at improving the corporation’s financial health and reducing its reliance on government support.

In another significant decision, the ECC approved a proposal from the Ministry of Communications to issue sovereign guarantees worth Rs27.62 billion for the construction of the Sialkot (Sambrial)–Kharian Motorway (M-12).

The motorway will be developed under the Build-Operate-Transfer (BOT) model as a public-private partnership (PPP) project.

The committee also approved the rollover of an already issued Operational Viability Gap Funding (VGF) guarantee amounting to Rs6.944 billion.

According to officials, these guarantees will enable the concessionaire to achieve financial close under the revised financing structure already approved for the motorway project.

The M-12 Motorway is considered a strategically important infrastructure project that aims to improve regional connectivity, facilitate trade, and strengthen transportation links between industrial and commercial hubs in Punjab.

The use of sovereign guarantees is expected to enhance investor confidence and support timely project execution.

The ECC meeting was attended by Federal Minister for Commerce Jam Kamal Khan, Federal Minister for Investment Qaiser Ahmed Sheikh, Federal Minister for Power Sardar Awais Ahmad Khan Leghari, Federal Minister for Petroleum Ali Pervaiz Malik, Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan, as well as senior officials from relevant ministries, divisions, and regulatory authorities.

The decisions reflect the government’s continued focus on supporting essential public institutions while accelerating key infrastructure projects through public-private partnerships.
