Islamabad, August 26, 2025 – The Election Commission of Pakistan (ECP) has issued a formal directive requiring all registered political parties to submit their audited financial statements for the fiscal year 2024–25 by August 29, 2025.
The move is aimed at ensuring transparency and financial accountability across the political landscape.
Under Sections 204 and 210 of the Elections Act, 2017, and Rules 159 and 160 of the Election Rules, 2017, political parties are legally bound to provide their annual financial disclosures using Form-D. These statements must be filed within forty days after the close of the financial year and duly certified by a Chartered Accountant holding a valid license from the Institute of Chartered Accountants of Pakistan (ICAP).
The financial statements are required to present a comprehensive account of each party’s income, expenditure, sources of funding, assets, and liabilities. Furthermore, an authorized official of the respective parties must sign a declaration confirming that no donations or contributions were accepted from prohibited sources, as defined under the Elections Act, 2017.
To facilitate compliance, the ECP has made Form-D available at its Secretariat in Islamabad and at the offices of Provincial Election Commissioners in Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan. A downloadable version of the form is also accessible via the ECP’s official website.
Additionally, all submissions must include certified bank statements covering the entire financial year from July 1, 2024, to June 30, 2025. The ECP has strictly instructed that the completed documents be submitted in person by authorized representatives of the parties to the Secretary, ECP, at Constitution Avenue, Sector G-5/2, Islamabad.
The Commission emphasized that statements sent through post, fax, courier, or email will not be accepted. This measure reinforces the ECP’s commitment to upholding financial transparency and accountability among political parties ahead of future electoral cycles.
