New digital enforcement network to deploy advanced ICT, SCADA and surveillance systems to modernise tax and customs operations

ISLAMABAD: The Federal Board of Revenue (FBR) has launched the procurement process for establishing Digital Enforcement Stations (DES) across Pakistan as part of its drive to modernise tax administration, strengthen customs enforcement and improve real-time monitoring through advanced digital technologies.

The initiative is being implemented under the World Bank-financed Pakistan Raises Revenue Project (PRRP), which aims to enhance domestic revenue mobilisation by improving tax administration, digitisation and taxpayer compliance.

Initial procurement begins

As part of the project’s first phase, the FBR has invited bids for the procurement of 20-foot dry freight storage containers (or equivalent) and bulletproof jackets and helmets for Customs enforcement personnel.

The procurement marks the beginning of a nationwide digital enforcement network designed to improve operational efficiency and transparency.

Advanced digital enforcement network

According to official documents, the Digital Enforcement Stations will be equipped with modern Information and Communication Technology (ICT) infrastructure integrated with Extra Low Voltage (ELV) and Supervisory Control and Data Acquisition (SCADA) systems.

The new facilities will support:

• Real-time surveillance and monitoring;

• Automated access control;

• Centralised monitoring of enforcement activities;

• Improved operational transparency; and

• Data-driven enforcement and decision-making.

The FBR said the stations will be integrated with its central digital systems to strengthen tax and customs enforcement across the country.

ICT specialist to oversee system design

To support implementation, the FBR is recruiting an ICT Infrastructure and Systems Design Specialist on a full-time contract for an initial period of six months, with the possibility of extension based on project requirements.

The specialist will be based in Islamabad and report to the Project Director or Programme Manager at the Project Management Office (PMO-FBR).

The consultant will lead the design and architecture of all ICT, ELV and SCADA systems for the Digital Enforcement Stations while preparing procurement documentation in line with World Bank regulations.

Comprehensive technology infrastructure

The consultant will be responsible for designing a wide range of digital infrastructure, including:

• Network topology;

• Servers and storage systems;

• Cybersecurity architecture; and

• Digital platforms integrated with FBR systems.

The assignment also covers the design of ELV systems such as:

• CCTV surveillance;

• Video management systems;

• Access control;

• Fire detection systems;

• Building management systems; and

• Communication infrastructure.

In addition, the SCADA framework will enable real-time monitoring and control of utilities, electrical systems, heating, ventilation and air conditioning (HVAC) equipment, and backup power systems at the enforcement stations.

Procurement and technical support

The ICT specialist will also prepare Terms of Reference (TORs), Statements of Work (SOWs) and Bills of Quantities (BoQs) for procurement packages in accordance with international best practices and World Bank procurement guidelines.

During the procurement process, the consultant will assist the FBR by:

• Developing technical evaluation criteria;

• Participating in bid evaluation committees;

• Reviewing vendors’ technical proposals;

• Assessing compliance with project specifications; and

• Responding to technical queries during pre-bid and bidding stages.

Focus on cybersecurity and safeguards

The project incorporates environmental, social and governance safeguards to ensure sustainable implementation.

The consultant will be required to ensure compliance with:

• E-waste management requirements;

• Energy efficiency standards;

• Occupational health and safety protocols; and

• Data privacy and secure disposal of legacy equipment.

Applicants for the position must have at least 10 years’ experience in designing large-scale ICT and SCADA systems, preferably for government or major institutional projects, along with expertise in World Bank procurement procedures and international standards, including ISO, IEEE, NFPA and BICSI.

Modernising tax enforcement

The Digital Enforcement Stations form a key part of the FBR’s broader digital transformation strategy aimed at strengthening tax administration and customs enforcement.

By deploying advanced ICT infrastructure, automation and centralised monitoring systems, the initiative is expected to improve compliance, reduce revenue leakages, enhance transparency and increase the effectiveness of enforcement operations across Pakistan.
