FBR breaks all records – 8.47 million filers on ATL 2024

Karachi, October 18, 2025 – In a landmark development for Pakistan’s tax system, the Federal Board of Revenue (FBR) has revealed that a record 8.47 million taxpayers have been enrolled in the Active Taxpayers List (ATL) for the tax year 2024 — the highest number in the country’s history.

According to official data released on Saturday, the ATL for 2024, based on returns filed till October 17, 2025, reflects a massive surge in taxpayer registration, marking a major milestone in FBR’s ongoing efforts to expand the tax base and boost compliance.

FBR officials said the number of active taxpayers for tax year 2024 is expected to climb even higher as the return filing season for tax year 2025 continues. The filing deadline — initially set for September 30, 2025 — was extended twice, first to October 15 and then to October 31, 2025, to accommodate growing filer participation.

The ATL 2024 will remain valid until October 31, 2025, after which, if no further extensions are granted, the ATL 2025 will officially be published on November 1, 2025.

Experts attribute this record-breaking rise to FBR’s strict enforcement measures, including penalties, higher withholding taxes, and incentives for timely filers, which have successfully drawn thousands of non-filers into the tax net. Additionally, new tax laws introduced under the Finance Act 2025 have further tightened the noose around tax evaders and prompted widespread compliance across multiple sectors.

The development marks a major victory for Pakistan’s revenue authority, as the country pushes toward greater documentation and fiscal transparency in its economy.
