FBR considers transfer back customs officials

The Federal Board of Revenue (FBR) is actively reviewing requests for the transfer back of Pakistan Customs officials who were posted to outstations in 2019. This move comes in response to a significant number of appeals submitted by affected officials over the years.

According to an official memorandum issued by the FBR, numerous BS-16 officials serving in various collectorates and directorates before December 31, 2016, were relocated in 2019. Since then, a steady stream of applications has been received from officials requesting reassignment due to personal and professional reasons.

To address these concerns, the FBR has decided to examine the cases of inspectors, intelligence officers (BS-16), and lower-grade officials (BS-1 to 15) in consultation with the relevant chief collectors of customs and director generals. This review aims to ensure that justified grievances are considered appropriately.

In its directive, the FBR has outlined specific guidelines for processing these requests. The customs collectorates and directorates must carefully assess and submit recommendations for officials who were posted to outstation locations. The following criteria should be taken into account:

1. Only cases where outstation transfers were made and a return is deemed necessary for legitimate reasons should be examined.

2. Requests where a transfer back is essential in the public interest due to official requirements should be prioritized.

3. Applications submitted on medical grounds or under the wedlock policy for female employees should be considered.

4. Each case should be accompanied by valid justification and supporting documentation where applicable.

5. Proposals should include potential substitutes or replacements for the transferred officials.

The FBR has instructed customs collectorates and directorates to compile and submit these details within the next 15 days. This initiative underscores the board’s commitment to addressing workforce concerns while ensuring operational efficiency within Pakistan Customs.

By addressing these transfer requests, the FBR aims to enhance administrative transparency and improve working conditions for affected officials.
