Islamabad, December 15, 2025 — The Federal Board of Revenue (FBR) has initiated the establishment of Digital Enforcement Stations (DES) at key locations across Pakistan as part of the World Bank-financed Pakistan Raises Revenue Project (PRRP).
The initiative aims to strengthen tax enforcement, enhance real-time monitoring, and modernize revenue administration through advanced digital and automation technologies.
Strengthening Revenue Enforcement Through Technology
According to official documents, the Digital Enforcement Stations will be equipped with robust ICT infrastructure and integrated Extra Low Voltage (ELV) and SCADA systems, enabling FBR to improve enforcement efficiency, operational transparency, and data-driven decision-making. These stations are designed to support surveillance, access control, automation, and centralized monitoring of enforcement activities across the country.
The DES initiative is a key component of the PRRP, which focuses on enhancing Pakistan’s domestic revenue mobilization through institutional reforms, digitization, and improved compliance mechanisms.
Appointment of ICT Infrastructure and Systems Design Specialist
To ensure successful implementation of the project, FBR is engaging a dedicated ICT Infrastructure and Systems Design Specialist on a full-time contractual basis for an initial period of six months, extendable based on project requirements. The consultant will be based in Islamabad and will report to the Project Director or Program Manager at the Project Management Office (PMO-FBR).
The specialist’s primary responsibility will be to lead the technical design and system architecture for all ICT, ELV, and SCADA components required for the Digital Enforcement Stations. This includes preparing detailed and technically sound documentation to support procurement in line with World Bank standards and regulations.
Scope of Work and Key Responsibilities
The consultant will be responsible for designing comprehensive ICT infrastructure, including network topology, servers, storage systems, cybersecurity solutions, and platform requirements to ensure scalability, availability, and seamless integration with FBR’s central systems.
In addition, the assignment includes planning and designing ELV systems such as CCTV surveillance, video management systems, access control, fire detection, building management systems, and communication infrastructure. The SCADA framework will enable real-time monitoring and control of utilities, power systems, HVAC, and backup energy resources at enforcement stations.
A major component of the role involves drafting detailed Terms of Reference (TORs), Statements of Work (SOWs), and Bills of Quantities (BoQs) for procurement of all ICT and automation packages. These documents will be performance-based, non-restrictive, and aligned with international best practices and World Bank procurement guidelines.
Support During Procurement and Bid Evaluation
The ICT Infrastructure and Systems Design Specialist will also provide technical support during the procurement phase, including assistance in developing objective bid evaluation criteria and participating in technical evaluation committees. The consultant will review vendor proposals, assess technical compliance, and help address queries raised by bidders during pre-bid and bidding stages.
Focus on Safeguards, Data Privacy, and Sustainability
The project places strong emphasis on environmental and social safeguards. The consultant will review e-waste management procedures, ensure compliance with energy efficiency standards, and incorporate Occupational Health and Safety requirements into technical specifications. Special attention will also be given to data privacy protocols, particularly in the handling and disposal of legacy equipment.
Qualifications and Selection Process
The position requires a minimum of 10 years of experience in large-scale ICT and SCADA system design, preferably in government or large institutional environments. Familiarity with World Bank procurement regulations, international standards such as ISO, IEEE, NFPA, and BICSI, and strong documentation skills are considered essential.
