FBR imposes major penalty on four customs officials for negligence

Islamabad, May 26, 2025 — The Federal Board of Revenue (FBR) has concluded disciplinary proceedings against four officials from the Collectorate of Customs Sambrial, Sialkot, in a high-profile misdeclaration case involving import transshipment TP No. KPPO-TP-24787 dated November 6, 2024.

The officials — Mr. Atif Hanif (Principal Appraiser, BS-17), Mr. Adeel Qurban (Appraising Officer, BS-16), Mr. Adna (Appraising Officer, BS-16), and Mr. Muhammad Anique Jamil (Inspector, BS-16) — were charged under the Civil Servants (Efficiency & Discipline) Rules, 2020, for “Inefficiency”, “Misconduct” and “Corruption” after it was revealed that the transshipment they assessed and cleared contained various misdeclarations of goods.

An inquiry led by Mr. Muhammad Rizwan (PCS/BS-19) established that while corruption charges could not be proven against the four, the allegations of inefficiency and misconduct were substantiated. It was confirmed that although an “Alert of Misdeclaration” had been uploaded by Port Qasim staff in the WeBOC system, none of the officials accessed the alert via the “Previous Reference Tab” before releasing the consignment from Sambrial Dryport.

Following due process, including issuance of show cause notices and personal hearings, the FBR imposed major penalties:

• Atif Hanif was demoted to the post of Appraising Officer (BS-16) for one year, without cumulative effect. His suspension period will be treated as leave, and his performance allowance is halted for a year.

• Adeel Qurban, recognized as a newly appointed officer with only three months of experience at the time of the incident, was demoted to Upper Division Clerk (UDC, BS-13) for one year. He has also been reinstated, with similar leave and allowance restrictions.

• Adnan has been awarded with reduction to a lower post of UDC (BS-13) for a period of two years without cumulative effect..

• Muhammad Anique Jamil faced the severest reduction, being downgraded to UDC (BS-13) for two years, though he too was reinstated with due leave adjustments and a one-year performance allowance suspension.

In each case, the FBR emphasized that there was no evidence of collusion or corruption with the importer, but cited carelessness in fulfilling basic procedural checks that led to the clearance of a wrongly declared shipment.

All four officers retain the right to appeal the decisions under the Civil Servants (Appeals) Rules, 1977, within 30 days of notification.
