FBR issues new customs valuation for Zirconium Silicate imports

Karachi, November 10, 2025 – The Federal Board of Revenue (FBR) has announced a new customs valuation ruling for Zirconium Silicate imports to ensure transparency and protect government revenue. The Directorate General of Customs Valuation has officially issued Valuation Ruling No. 2023/2025 in this regard.

According to the new ruling, the customs value of Zirconium Silicate imported from China, Thailand, Indonesia, Malaysia, and Vietnam has been set at $2.08 per kilogram, while imports from Europe and the United States will now be valued at $2.20 per kilogram.

FBR stated that the decision was made under Section 25A of the Customs Act, 1969, aiming to bring uniformity and fairness in the valuation system while safeguarding national revenue.

The Directorate revealed that previously, some importers were declaring lower values for Zirconium Silicate than actual market prices, causing a loss to the national exchequer.

Following consultations with stakeholders and an analysis of international market trends, the FBR finalized the new customs valuation to align import assessments with global pricing standards.

As per the latest ruling, if an import invoice declares a higher value than the new customs rate, the assessment will be made on the higher declared value.

The FBR has directed all collectorates to ensure immediate compliance with this ruling and report any discrepancies or anomalies to the Directorate promptly.
