FBR Issues Procedure for Integration into Digital Invoicing System

Islamabad, April 11, 2025 – The Federal Board of Revenue (FBR) has officially released a comprehensive procedure to facilitate the integration of businesses into its digital invoicing system, as part of its ongoing efforts to enhance transparency and compliance in the tax ecosystem.

Through Sales Tax Circular No. 1 of 2025, the FBR laid out detailed instructions for implementing the directives of SRO 69(I)/2025, issued on January 29, 2025. This initiative mandates selected registered persons to adopt digital invoicing practices by integrating their business systems with the FBR’s centralized digital platform.

According to the FBR, businesses falling under the mandatory digital invoicing category must initiate integration of their invoicing hardware and software with the FBR’s system. This process must be conducted through officially licensed integrators, who are approved by the FBR to facilitate this digital transition.

Currently, the following licensed integrators are authorized by the FBR for digital invoicing integration:

• M/s Pakistan Revenue Automation Limited (PRAL) – offering free-of-cost integration services,

• M/s Haball (Pvt) Limited,

• M/s EY (Pvt) Limited, and

• M/s WebDNAworks (Pvt) Ltd.

The FBR has directed all affected registered businesses to access the digital invoicing portal, select a licensed integrator of their choice, and begin the integration process without delay. This move is seen as a key step toward improving tax documentation and minimizing underreporting through real-time transaction monitoring.

Licensed integrators have also been instructed by the FBR to maintain a swift and efficient response system for handling integration requests. Furthermore, integrators must strictly follow the technical guidelines provided by the FBR for Application Programming Interface (API) integration, which outlines the framework for secure and seamless connectivity.

The FBR emphasized that the shift to digital invoicing will significantly improve transparency in business transactions, reduce the chances of tax evasion, and foster a fairer taxation environment. Businesses are urged to prioritize their integration to ensure compliance and avoid penalties in the future.

This digital invoicing initiative marks a major milestone in the FBR’s broader tax reform strategy, promoting digitization and accountability across Pakistan’s commercial landscape.
