Revised valuation ruling covers wide range of toy imports amid changes in global prices and trade patterns

The Federal Board of Revenue (FBR) has issued fresh customs values for imported toys and toy parts to determine duties and taxes at the import stage.

The Directorate General of Customs Valuation, an arm of the FBR, issued Valuation Ruling No. 2085/2026 dated May 22, 2026, revising customs values for a wide range of toy products imported into Pakistan.

According to the ruling, the updated customs values will apply to plastic toys, mechanical toys, battery-operated toys, Lego sets, dolls, educational blocks, stuffed toys, drones, helicopters, aircraft toys, vending machine toys and related accessories.

The new ruling replaces Valuation Ruling No. 1669/2022 issued on June 27, 2022, with authorities citing changes in global market prices, import trends, variations in declared values and evolving market conditions as key reasons for the revision.

Officials said toys are imported in multiple categories, qualities, specifications and functions, requiring a fresh valuation exercise under Section 25A of the Customs Act, 1969.

As part of the review process, the directorate held stakeholder meetings on April 13 and May 7, 2026. However, authorities noted that importers and stakeholders did not provide adequate supporting documentation regarding declared invoice values.

The FBR said it examined import data, assessed declared values, reviewed product specifications and conducted market surveys before finalizing the revised customs values.

Under the updated structure, customs values for toys imported from China, United States, Japan, Canada, Europe and other origins have been separately notified in dollar-per-kilogram terms.

The ruling further stated that if declared invoice values are higher than the notified customs values, assessments will be made on the higher declared value in line with Section 25 of the Customs Act, 1969.

Officials said the updated valuation framework aims to ensure accurate duty collection and reduce under-invoicing risks in toy imports.
