FBR directs non-compliant officers to submit foreign nationality and travel document declarations by October 9, warning of disciplinary action.
ISLAMABAD: The Federal Board of Revenue (FBR) has directed officers who have not yet submitted declarations regarding foreign nationality or foreign travel documents to furnish the required information by October 9, 2026.
In a circular issued on October 5, the FBR said a number of officers had failed to submit the prescribed declaration despite earlier instructions. The directive applies to officers of the Pakistan Customs Service (PCS), including ex-cadre officers, and requires the pending information to be submitted to the respective Secretaries of the Management Wing through designated email addresses.
The FBR had initially asked officers to submit the declaration by July 8, 2026, following the notification of the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026. Under Rule 3(3), civil servants were required to submit the declaration within 90 days of notification of the rules, with the deadline falling on August 30, 2026.
The tax authority had also issued a reminder on September 1 to officers who had not provided the required information. However, the FBR noted that some officers still remained non-compliant.
The declaration covers the foreign nationality status of civil servants and their dependents, possession of foreign passports, residence permits, permanent residence cards or other foreign travel documents. It also requires information regarding marriages with foreign nationals.
The FBR warned that failure to submit the declaration by the new October 9 deadline, or submission of a false declaration, would constitute misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020. Officers failing to comply may consequently face proceedings under the applicable disciplinary rules.
The underlying rules, notified by the Establishment Division on June 1, 2026, require civil servants to disclose their own and their dependents’ status regarding foreign nationality, foreign travel documents and marriage with foreign nationals.
The rules also generally prohibit civil servants and their dependents from seeking or applying for foreign nationality or foreign travel documents without prior sanction from the appointing authority, subject to specified exemptions.
FBR has instructed heads of field formations to ensure compliance with the latest directive and submit the required declarations within the stipulated deadline.
