FBR strengthens international tax operations with new assignments

Islamabad, November 24, 2025 – The Federal Board of Revenue (FBR) has intensified its focus on cross-border taxation by assigning additional responsibilities to key officers within the Inland Revenue Service (IRS)

The move aims to enhance oversight of offshore assets, global information exchange, and transfer pricing audits as Pakistan continues to align with international tax standards.

According to an official notification issued on Monday, six IRS officers serving in the Directorate of International Tax Operations have been entrusted with expanded roles to support the FBR’s growing international obligations. The officers receiving additional charge include:

1. Amjad Hussain Janvri (IRS/BS-19) – Additional Commissioner IR, Range A & B, AEOI Zone Karachi

2. Imran Falak Sher (IRS/BS-18) – Deputy Commissioner IR, Unit 1 & 2, AEOI Zone Karachi

3. Ghulam Fareed (IRS/BS-18) – Deputy Commissioner IR, Unit 3 & 4, AEOI Zone Karachi

4. Noor E Saher (IRS/BS-18) – Deputy Commissioner IR, Unit 5 & 6, AEOI Zone Karachi

5. Shazza Shazdey Raheem (IRS/BS-18) – Deputy Commissioner IR, AEOI Zone Lahore

6. Mahak Mansoor (IRS/BS-18) – Deputy Commissioner IR, AEOI Zone Lahore

The FBR outlined the expanded mandate of the Directorate General of International Tax Operations, which includes:

• Receiving and transmitting information under automatic, spontaneous, and on-request exchange mechanisms with foreign jurisdictions.

• Assessing and recovering taxes on undeclared offshore assets and income under Section 123(1A) of Income Tax Ordinance, 2001.

• Handling the exchange of country-by-country reports with nations maintaining international tax agreements with Pakistan.

• Conducting transfer pricing audits of cases selected by the Director General of International Tax Operations.

The decision reflects Pakistan’s increased commitment to global tax transparency frameworks and its efforts to curb offshore tax evasion while improving compliance across multinational entities.
