Customs Valuation Ruling No. 2125/2026 fixes new C&F rates for anatase and rutile titanium dioxide based on country of origin.

The Federal Board of Revenue (FBR) has revised customs valuation rates for imported titanium dioxide to curb under-invoicing, ensure consistency in assessments and protect government revenue.

The Directorate General of Customs Valuation issued Valuation Ruling No. 2125/2026 on November 4, 2026, fixing new cost and freight (C&F) values for different types of titanium dioxide according to their origin.

The decision followed complaints that import consignments were being cleared at prices significantly below international market benchmarks, resulting in market distortions and disparities in customs assessments.

According to the ruling, the Directorate held a stakeholders’ meeting on October 28, 2026, and examined import data for the preceding 90 days alongside international price trends.

After reviewing transaction and identical goods valuation methods under Section 25 of the Customs Act, 1969, the authorities adopted the similar goods valuation method under Section 25(6) to determine customs values.

Under the revised valuation, titanium dioxide (Anatase), classified under PCT code 2823.0010, has been valued at $1.96 per kilogram for imports originating from China and $2.80 per kilogram for other countries.

Similarly, titanium dioxide (Rutile), falling under PCT code 3206.1100, has been assigned a customs value of $2.40 per kilogram for Chinese origin and $3.20 per kilogram for other origins.

The ruling clarifies that where declared invoice values exceed the newly prescribed customs values, assessments will be made using the higher declared prices under Section 25(1) of the Customs Act.

For air cargo consignments, the difference between air and sea freight will also be added to the taxable value.

Importers dissatisfied with the revised valuation may file a revision petition under Section 25D of the Customs Act within 30 days before the Director General of Customs Valuation in Karachi.
