FBR to launch remote image analysis system for port integration

Karachi, May 13, 2025 – In a major step towards modernizing its operations, the Federal Board of Revenue (FBR) is set to implement a cutting-edge Remote Image Analysis Center (RIAC) aimed at integrating data across all entry and exit points of the country, including seaports, land border posts, and airports.

This initiative comes under a broader digital transformation plan supported by the World Bank, which includes an investment financing component of $70 million.

The FBR’s new system will utilize advanced image recognition technology to link real-time data captured from various customs checkpoints across the country. The objective is to create a unified digital framework that enhances oversight, facilitates trade, and combats tax evasion and smuggling by identifying inconsistencies in cargo movements through remote image assessments.

The Remote Image Analysis Center (RIAC) is a key component of FBR’s broader Transformation Plan. In addition to image-based data integration, the plan includes the development of a national data warehouse, business intelligence tools, AI-powered audit systems, and digital tracking mechanisms. These technologies will work in tandem to monitor and analyze third-party data, spot irregular patterns, and ensure compliance with customs and tax laws.

The implementation of the image analysis system aligns with international best practices and the Project Development Objective (PDO) of Pakistan Raises Revenue (PRR) initiative. To ensure technical feasibility and policy compliance, the project has been structured to build on short-term readiness and long-term institutional strengthening. A 24-month extension to the original project timeline has been approved to allow completion of both ongoing and new activities.

Among the numerous features of this initiative, the FBR will also install video surveillance control rooms in Inland Revenue Services (IRS) and Pakistan Customs offices across the country. These will help monitor digital initiatives, including point-of-sale (POS) systems and track-and-trace programs. The use of image and video technologies is central to promoting transparency and real-time monitoring.

The FBR is also investing in network upgrades, capacity building, and AI-based systems for litigation and tax audit workflows. By integrating image data and automating processes, the FBR aims to enhance operational efficiency and public trust.

This project is a significant milestone for the FBR as it modernizes Pakistan’s tax and customs infrastructure and strengthens its digital image globally.
