FBR to Publish Active Taxpayers List (ATL) 2025 on November 1

Islamabad, October 18, 2025 – The Federal Board of Revenue (FBR) has officially confirmed that it will release the Active Taxpayers List (ATL) for the tax year 2025 on November 1, 2025, following the recent extension in the income tax return filing deadline.

Originally scheduled for October 1, the ATL publication was postponed after the government granted an additional extension for filing returns, moving the deadline from October 15 to October 31, 2025. According to an FBR official, the delay ensures that the new list accurately reflects all verified tax filers.

“The updated Active Taxpayers List for tax year 2025 will be published on November 1, immediately after the extended filing period closes,” the spokesperson said.

The ATL plays a crucial role for taxpayers in Pakistan, as individuals and businesses listed enjoy lower withholding tax rates compared to non-filers and late-filers. This system encourages timely tax compliance and enhances transparency in the country’s revenue collection process.

In previous years, the FBR used to release the ATL on March 1, based on tax returns filed by the end of February. However, under the revised policy, the list is now issued shortly after the return submission deadline, providing faster updates and aligning the ATL with the actual tax filing cycle.

The new approach reflects FBR’s ongoing efforts to promote tax compliance, digital transparency, and efficient taxpayer facilitation across Pakistan.
