FBR’s issues updated ATL, adds over 42,000 active taxpayers

ISLAMABAD: Federal Board of Revenue (FBR) updated Active Taxpayers List (ATL) on Monday and added around 42,000 taxpayers’ names since launch of new list.
The FBR issued the new ATL for Tax Year 2018 on March 01, 2019, which carried 1,596,340 active taxpayers on the list.
Then another ATL was updated on March 04, 2019 and the list expanded to 1,632,231.
Further, the second update on weekly basis the ATL, issued today updated till March 10, 2019, is showing total number has been increased to 1,638,422.
Through Finance Act, 2018 a section 182A to Income Tax Ordinance, 2001 was inserted under which taxpayers, who filed their income tax returns after due date from Tax Year 2018 and onwards, will not be added to ATL.
Since it was part of statute thus FBR has to issue new list on March 01 and stop further addition of names of those taxpayers who filed their returns after due date.
The Section 182A is reproduced as:
Section 182A. Return not filed within due date
Sub-Section (1): Notwithstanding anything contained in this Ordinance, where a person fails to file a return of income under section 114 by the due date as specified in section 118 or by the date as extended by the Board under section 214A or extended by the Commissioner under section 119, as the case may be, such person shall—
(a) not be included in the active taxpayers’ list for the year for which return was not filed within the due date; and
“Explanation.—For the removal of doubt it is clarified that the provisions of this section shall apply from tax year 2018 and onwards for which the first Active Taxpayers List is to be issued on first day of March, 2019 under Income Tax Rules, 2002.; and
(b) not be allowed, for that tax year, to carry forward any loss under Part VIII of Chapter IV.
It is still confusing that the FBR is allowing late filers for ATL or additional numbers are those who requested for extension of date for filing their returns.
Karachi Tax Bar Association (KTBA) last week requested the FBR to include the name of those taxpayers who applied for extension in date to file their returns and also filed their returns.
The tax bar urged the FBR to at least include compliant taxpayers, who realized their responsibility and discharged the liability.
FBR sources, on the other hand, said that the including late filers into ATL was under consideration. The FBR had received 1.84 million returns for Tax Year 2017.
The appearance of names on ATL guarantees that taxpayers can avail reduced rate of withholding tax rates and also avail certain benefits.

  2. FBR ISSUE ANOTHER ATL LIST EVERY MONDAY I AM FILL MY RETURN 20-DEC-18 STILL MY NAME NOT IN ATL LIST

  3. Well, wait a week or 2, otherwise you have to pay the penalty and after that your name will be updated on the same day,

  4. Taxpayer’s have approached to the Chief CRTO, Lahore for their name to be updated in ATL beside filing of return within the extended date by the Chief CRTO, Lahore., But still their names are un-added in ATL.,
    That is not the way to update, FBR high official should taken into account such kind of taxpayer’s penalized without any cause.

  5. is there any chances that fbr will update another list? As i can’t see my name on ATL list at the moment.i filed late return not tensional I have no idea before now I filed return 12 march 2019 and waiting when to active if there any penalty I will file

  6. I am not filling my Incom tax return within date for madical rexan but I am filled 1 march 2019 ATL showing inactive pl tell status me
