Islamabad, November 16, 2025 — The federal government has increased the price of High Speed Diesel (HSD) by Rs6 per litre, while keeping the petrol price unchanged for the next fortnight, effective November 16.
According to a notification issued by the Finance Division, the government revised petroleum product prices after receiving updated recommendations from the Oil and Gas Regulatory Authority (OGRA) and relevant ministries. Petrol will continue to be sold at Rs265.45 per litre, the same rate announced on November 1.
However, the price of HSD has risen from Rs278.44 to Rs284.44 per litre, reflecting growing pressure in international diesel markets.
Background: Earlier Price Adjustments
On November 1, the government had increased petrol by Rs2.43 per litre and HSD by Rs3.02 per litre for the first fortnight of the month. Industry forecasts had already signaled a sharper increase in diesel rates for mid-November.
Why Diesel Prices Are Rising
Industry sources told The News earlier this week that diesel prices were expected to rise by up to Rs9.60 per litre due to reduced availability in the Gulf region. Pakistan depends heavily on diesel imports from Kuwait, but supply constraints emerged after maintenance work at a Kuwaiti refinery was extended by an additional 15 days.
Production at Kuwait’s Al-Zour refinery, one of the biggest in the region, has also been partially impacted, with only two of its three units running at full capacity. The resulting drop in supply pushed up global HSD prices, increasing Pakistan’s import costs.
Based on 13 days of global price data, the projected HSD rate was expected to reach Rs288.04 per litre, a 3.4% rise from the previous Rs278.44. However, final adjustments could shift depending on the remaining international trading sessions.
Petrol and Other Fuel Price Projections
While diesel prices climbed, petrol was earlier projected to decrease by Rs1.96 per litre, potentially settling at Rs263.49 per litre, down 0.7% from the current rate.
Other petroleum products were also expected to see notable increases:
• Kerosene: Up by Rs8.82 to Rs193.87 per litre
• Light Diesel Oil (LDO): Up by Rs7.15 to Rs171.13 per litre
These projected adjustments reflect sustained volatility in global oil markets and reduced diesel production in key exporting regions.
