Headline Inflation Rises 6.1% in November 2025: PBS Report

Islamabad, December 1, 2025 – The Pakistan Bureau of Statistics (PBS) on Monday reported that Pakistan’s headline inflation, measured through the Consumer Price Index (CPI), increased by 6.1% in November 2025 on a year-on-year basis.

The slight moderation from October’s 6.2% indicates a stable but persistent inflationary trend in the country.

According to PBS, CPI General inflation rose 6.1% compared to 4.9% in November 2024. On a month-on-month basis, prices increased by 0.4%, slightly lower than the 1.8% rise recorded in the previous month. Urban areas recorded CPI Urban inflation of 6.1% YoY, up from 5.2% in November 2024, with a 0.5% MoM increase. In contrast, CPI Rural inflation rose to 6.3% YoY from 4.3% a year earlier, reflecting slower growth compared to 6.6% in October, while MoM growth remained moderate at 0.2%.

The Sensitive Price Indicator (SPI), capturing essential commodities, rose by 4.2% YoY, down from 4.8% in October, while the Wholesale Price Index (WPI) remained stable at 1.1% YoY. Core inflation indicators, measured through non-food non-energy components, revealed urban prices increasing by 6.6% YoY and rural prices by 8.2% YoY, signaling persistent pressure on households.

Trimmed mean measures of core inflation showed urban areas at 5.3% YoY and rural areas at 6.4% YoY, slightly below last month’s levels. PBS noted that both food and energy prices remained key contributors to headline inflation, while other commodities displayed moderate growth.

Economists suggest that despite a slight slowdown in month-on-month inflation, the overall price environment remains challenging for consumers, with cost-of-living pressures continuing across both urban and rural Pakistan. Monitoring core inflation remains crucial for policymakers to guide monetary measures and stabilize prices.
