Islamabad, April 9, 2026 — The Capital Development Authority (CDA) has approved a reduction in property transfer fees as part of broader efforts to stimulate economic activity and provide relief to the real estate sector in the federal capital.
The decision was taken during the 3rd CDA Board meeting chaired by Chairman and Chief Commissioner Sohail Ashraf at the authority’s headquarters. Senior officials from key departments, including administration, estate, environment, finance, and engineering, attended the session, along with Punjab University Vice Chancellor Prof. Dr. Muhammad Ali.
Under the new policy, the property transfer fee has been reduced from 3% to a lower rate, aimed at encouraging buying and selling activity in Islamabad’s property market. Officials believe the move will boost investor confidence and support growth in the housing and construction sectors.
Chairman Sohail Ashraf emphasized the importance of expanding the tax base instead of increasing property-related taxes. He noted that such reforms are essential for sustainable revenue generation while ensuring affordability for citizens.
In addition to the fee reduction, the board approved the hiring of creative consultants, referred to as “city curators,” to enhance Islamabad’s image as a cultural and tourism hub. Officials stated that all legal and procurement procedures for the hiring process have been completed.
The initiative is expected to improve urban aesthetics, including landscaping, parks, and green belts, ultimately making the city more attractive for residents and visitors alike.
The board also reviewed proposals for outsourcing solid waste management services under two packages. Following recommendations from the grievance redressal and procurement committees, the CDA decided to terminate the ongoing bidding process and initiate a fresh evaluation based on successful waste management models from other cities.
Chairman Sohail Ashraf stated that the authority is committed to implementing a more efficient and sustainable waste management system after conducting a thorough review.
