JazzCash rolls out free SIMs, wallets for two million BISP women

Islamabad, November 25, 2025 — Pakistan has taken a significant step toward a cashless and transparent financial ecosystem as JazzCash begins the nationwide rollout of free SIMs and secure mobile wallets for two million Benazir Income Support Programme (BISP) beneficiaries.

The initiative directly supports the Prime Minister’s vision of digitally empowering women who have long remained outside the formal banking system.

According to a press release issued Tuesday, the move follows the Prime Minister’s instructions to mobile operators to issue free SIMs to all eligible BISP beneficiaries. Under this new model, each woman will receive a free Jazz SIM linked to a JazzCash wallet, where all future BISP disbursements will be transferred digitally. The shift from cash-based payments to secure digital transfers aims to reduce risks, eliminate intermediaries, and provide beneficiaries with greater financial autonomy.

With more than 10 million women currently registered under BISP, Jazz is activating the first batch of two million unconnected beneficiaries. The company has expressed readiness to expand support as Pakistan accelerates its journey toward a cashless welfare infrastructure.

Aamir Ibrahim, CEO of Jazz and Chairman of Mobilink Bank, highlighted the transformative potential of the initiative. “Free SIMs for BISP beneficiaries and the shift to digital payments don’t just modernize the system — they give women dignity, privacy, and direct control over their financial lives,” he said.

SIM distribution has already begun in Sindh and is expanding into Punjab, Khyber Pakhtunkhwa, and Balochistan. For many women, this marks their first digital identity and first opportunity to manage money independently through mobile wallets. The digital accounts will allow users to withdraw funds securely, save, pay bills, and participate more actively in the digital economy.

The initiative aligns with nationwide digitalization efforts, including recent measures such as the Khyber Pakhtunkhwa Digital Payments Act 2025, which promotes QR-based transactions to reduce cash dependency. Jazz reaffirmed its commitment to supporting the government’s drive toward transparent welfare delivery and expanded financial inclusion for marginalized women across Pakistan.
