Sindh government plans a phased coastal development strategy featuring a deep-sea port, logistics, fisheries, energy and industrial projects.
Sindh Chief Minister Syed Murad Ali Shah has directed the Investment Department to prepare a comprehensive and bankable development plan for Keti Bandar, aiming to turn the historic coastal area into a major maritime, logistics, industrial and energy hub.
Chairing a meeting of the Investment Department at the CM House on Saturday, Murad Shah said the project should reflect the vision of former prime minister Shaheed Mohtarma Benazir Bhutto and support Sindh’s long-term economic development goals.
The chief minister called for a detailed phased strategy covering port infrastructure, industrial development, logistics, fisheries, energy facilities and tourism.
He said the proposed Keti Bandar Integrated Corridor could stimulate economic activity, generate employment and attract substantial foreign investment to the province’s coastal belt and Indus Delta region.
Under the proposed development framework, Keti Bandar would feature a modern deep-sea port, logistics and warehousing facilities, industrial zones, energy infrastructure, fisheries and seafood processing centres, tourism projects and export-oriented economic activities.
The Keti Bandar Maritime, Fisheries and Petroleum Economic Corridor, included in the Sindh Budget 2026-27, has been projected to attract investments between $1 billion and $2.5 billion. The initiative would include a modern fishing harbour, seafood export facilities, petroleum handling terminals and industrial support infrastructure.
Murad Shah also instructed officials to examine Keti Bandar’s potential as a future energy gateway. Proposed facilities include LNG, RLNG and LPG import infrastructure, while a feasibility study has already identified around 4,000 acres for the development.
Improved road, rail and maritime connectivity will also form a key part of the project. Officials have been asked to ensure stronger links between Keti Bandar and major industrial and energy projects across Sindh.
The development will be implemented in phases. The first phase is expected to establish mini fish harbours at Keti Bandar and Shah Bandar, with modern auction halls, cold storage, docking facilities and fisheries services. The second phase would focus on a full-scale commercial deep-sea port.
Murad Shah said Keti Bandar’s development could ease pressure on Karachi Port while increasing Pakistan’s maritime capacity, strengthening energy security, expanding fisheries exports and creating employment opportunities.
The Investment Department has been directed to identify potential investors and development partners and submit a detailed implementation proposal at the earliest.
