Islamabad, December 29, 2025 – A BS-18 lady officer of the Inland Revenue Service (IRS) has been dismissed from service after corruption and misconduct charges were proven against her, according to a notification issued by the Federal Board of Revenue (FBR).
The officer, Ms. Shiraza Hameed, who was posted at the Large Taxpayers Office (LTO), Lahore, faced disciplinary proceedings under the Civil Servants (Efficiency and Discipline) Rules, 2020. The inquiry found that she caused a huge loss to the national exchequer while processing sales tax refund claims of M/s Gas & Oil Pakistan Limited.
According to the FBR, Ms. Hameed approved inadmissible sales tax refunds amounting to over Rs549 million and later issued a refund payment order of more than Rs2.02 billion in undue haste, even during the pendency of a show-cause notice. The inquiry also revealed that refunds were issued without proper scrutiny, despite clear violations of Section 8 of the Sales Tax Act, 1990.
The investigation further found that she failed to forward cases for post-refund audit, concealed irregularities, and showed gross negligence while approving exaggerated input tax claims. These actions resulted in an additional revenue loss of over Rs6.4 million.
An inquiry conducted by a senior IRS officer confirmed the charges and recommended the major penalty of dismissal. After reviewing the inquiry report, replies, and hearing proceedings, the Secretary Revenue Division/Chairman FBR approved the dismissal, stating that the officer was fully responsible for her actions.
The dismissed officer has the right to file an appeal within 30 days under the Civil Servants (Appeal) Rules, 1977.
