The Pakistan Telecommunication Authority (PTA) has officially begun issuing licenses to Virtual Private Network (VPN) service providers under the reinstated Class Value Added Services (CVAS-Data) licensing regime.
This marks a major step toward regulating Pakistan’s expanding VPN landscape, ensuring that users have access to secure, lawful, and compliant digital communication tools.
Under the updated guidelines, the PTA aims to streamline the availability of VPN services by approving only those companies that meet strict national security, data protection, and operational criteria. The initiative is designed to curb the misuse of unregistered VPNs, strengthen cybersecurity, and promote a transparent market where users can confidently rely on authorized privacy solutions.
As part of the first licensing phase, the PTA has granted Class Licenses to several companies, allowing them to provide legitimate VPN services to individuals, freelancers, remote workers, and businesses nationwide.
