Petroleum ministry says offshore bid round marks milestone in efforts to revive exploration and reduce import dependence

Oil and Gas Development Company Limited (OGDCL) has secured eight offshore exploration blocks under the Offshore Bid Round 2025, marking a significant expansion of its exploration portfolio as Pakistan reopens its offshore frontier after nearly two decades.

The government of Pakistan has resumed offshore exploration activity through the signing of Production Sharing Agreements (PSAs) and Exploration Licences (ELs) under the Offshore Bid Round 2025, aimed at attracting investment and boosting domestic energy production.

The signing ceremony was held at the Ministry of Petroleum and was witnessed by Federal Minister for Petroleum Ali Pervaiz Malik, who described the development as a key milestone in efforts to revitalise offshore exploration, attract investment, and reduce reliance on imported energy.

OGDCL was represented at the ceremony by Managing Director and CEO Ahmed Hayat Lak and Head of Exploration Dr. Khalid Amin Khan, alongside officials from the Petroleum Division, joint venture partners and representatives of Government Holdings Private Limited.

Under the Offshore Bid Round 2025, OGDCL secured a total of eight exploration blocks, including two as operator and six in partnership with other exploration and production companies.

The agreements were formally signed by OGDCL and its joint venture partners.

Officials said the reopening of Pakistan’s offshore exploration frontier represents a major step toward unlocking untapped hydrocarbon potential and strengthening long-term energy security through increased domestic exploration activity.

They added that the development significantly enhances OGDCL’s offshore footprint and aligns with its broader strategy to expand exploration operations and support national energy needs.
