Pakistan mandates PSQCA-approved pre-shipment inspection for imports

Karachi, December 23, 2025 — The Government of Pakistan has made it mandatory that only pre-shipment inspections (PSI) approved by the Pakistan Standards and Quality Control Authority (PSQCA) will be recognized for imported goods.

The Ministry of Commerce issued SRO 2443(I)/2025 on December 16, 2025, amending the Import Policy Order, 2022. The amendment introduces a new clause (12) to paragraph 6, stating that:

“Pre-shipment inspection (PSI) agencies or companies, as the case may be, duly registered with the Pakistan Standard and Quality Control Authority (PSQCA) having international accreditation of its foreign principal with International Laboratory Accreditation Cooperation (ILAC) or Global Accreditation Cooperation (GLOBAC) shall be eligible to conduct pre-shipment inspection in accordance with the provisions of the Import Policy Order, 2022.”

The SRO also specifies that references to “Appendix D, Appendix-H and Appendix-O” will be removed from the Import Policy Order effective February 1, 2026.

This move aims to strengthen compliance with international standards, ensuring that imported goods meet Pakistan’s quality and safety requirements. Importers are advised to coordinate with PSQCA-approved inspection agencies to avoid delays in customs clearance after the February 2026 implementation date.

The amendment reflects the government’s ongoing efforts to streamline trade regulations while maintaining high standards for imported products.
