Pakistan has reaffirmed its position as a top-tier telecommunications regulator, retaining its Fifth-Generation (G5) status under the International Telecommunication Union’s global regulatory benchmarking system.

According to a press release issued in Islamabad on 17 February 2026, the country achieved an overall score of 75.77 in the 2025 benchmark assessment.

The announcement by the Pakistan Telecommunication Authority highlights consistent progress in strengthening the national regulatory framework. The latest score reflects measurable improvements in policy development, spectrum management, market competition, and digital governance practices aligned with international standards.

Pakistan first entered the G5 regulatory category in 2021 with a score of 58.64. Continued reform efforts elevated the score to 68.36 in 2023, demonstrating a steady upward trajectory. The 2025 result of 75.77 underscores sustained institutional development and a commitment to enhancing transparency, innovation, and efficiency within the telecommunications sector.

Under the benchmarking framework developed by the International Telecommunication Union, countries are evaluated based on regulatory maturity, effectiveness, and alignment with global best practices. Pakistan currently remains within the “Advanced” regulatory maturity tier, which ranges from scores of 60 to 80. With ongoing reforms, the country is progressing toward the “Leading” tier, reserved for regulators scoring between 80 and 100.
