Islamabad, July 22, 2024 – Deputy Prime Minister and Foreign Minister Ishaq Dar chaired a high-level meeting on Monday to discuss the welfare of overseas Pakistanis, deciding to reverse the recent policy suspending the issuance of passports to Pakistani nationals seeking asylum abroad.

“The meeting discussed in detail the recent policy decision that was taken vide circular dated 5 June 2024 for not issuing passports to any individual who had sought asylum or was already living on asylum abroad. It was decided to reverse the policy decision with immediate effect and to withdraw the circular of 5 June 2024,” according to a press release.

The decision marks a significant shift in the government’s approach to handling the legal and administrative challenges faced by Pakistani asylum seekers. The meeting was attended by the foreign secretary, interior secretary, Director General of Immigration and Passports (IMPASS), and senior officers of the foreign ministry.

In addition to reversing the policy, the meeting also addressed the issues relating to delays in the issuance of passports to Pakistanis living abroad. The interior secretary and Director General of IMPASS briefed the deputy prime minister about ongoing efforts to streamline the process.

It was decided that the Ministry of Interior and IMPASS would take immediate necessary steps to upgrade the infrastructure and equipment within the next 45 days. This upgrade aims to accelerate the clearance of the entire backlog related to the issuance of passports to overseas Pakistanis.

Deputy Prime Minister Dar emphasized the importance of ensuring that the Pakistani diaspora receives efficient and timely services, highlighting that the government is committed to resolving their issues promptly. The meeting underscored the need for improved coordination between various government departments to enhance the overall service delivery for overseas Pakistanis.

The reversal of the June 5 policy is expected to bring relief to many Pakistanis living abroad who had faced difficulties due to the suspension of passport issuance. By reinstating the issuance of passports, the government aims to ensure that Pakistani nationals have the necessary documentation to travel and access services abroad.

This policy change comes amid growing concerns over the treatment of asylum seekers and the need to support the Pakistani diaspora, which plays a crucial role in the country’s economy through remittances and international engagement. The government’s decision reflects its recognition of the challenges faced by overseas Pakistanis and its commitment to addressing their needs.

The meeting concluded with a directive for the relevant departments to expedite the implementation of the new measures and ensure that the process of passport issuance is made more efficient and transparent. The government’s swift action in reversing the policy and addressing the backlog is seen as a positive step towards improving the welfare of overseas Pakistanis and strengthening their connection with their home country.
