Ali Pervaiz Malik calls for governance reforms, international partnerships, and stronger hydrocarbon data systems to boost Pakistan’s energy sector.
Federal Minister for Petroleum Ali Pervaiz Malik has directed the Hydrocarbon Development Institute of Pakistan (HDIP) and the Directorate General of Petroleum Concessions (DGPC) to prepare and submit a comprehensive restructuring plan within the next two weeks.
The initiative is aimed at improving governance, operational efficiency, and the strategic role of the institute in Pakistan’s energy sector.
The directive was issued during the minister’s visit to HDIP headquarters and its laboratory facilities, where he reviewed the organization’s technical infrastructure, testing services, and analytical capabilities supporting the petroleum industry.
During the visit, he inspected various laboratories and observed the certification and quality assurance processes being carried out by the institute.
Focus on Institutional Modernization
Ali Pervaiz Malik stressed the importance of modernizing HDIP to meet the changing requirements of Pakistan’s energy landscape.
He instructed the institute’s management to undertake reforms that would enhance performance, strengthen governance mechanisms, and establish HDIP as a premier technical institution serving the country’s hydrocarbon sector.
The minister emphasized that key positions, including appointments to the Board of Governors and executive leadership roles, should be filled on a priority basis. According to him, a strong governance structure is essential to ensure accountability and effectively implement institutional reforms.
Greater International Cooperation Encouraged
The petroleum minister also directed HDIP to strengthen collaboration with leading international laboratories and institutions. He said such partnerships would help improve quality standards, adopt global best practices, and enhance technical expertise.
He noted that increased international cooperation would raise the credibility and competitiveness of Pakistan’s hydrocarbon testing and certification framework, enabling the sector to align with international standards.
Reliable Data Key to Investment Growth
Highlighting the significance of accurate and comprehensive information, Ali Pervaiz Malik underscored the need to strengthen Pakistan’s hydrocarbon data repository. He stated that reliable data is vital for informed policymaking and would help attract greater local and foreign investment into the energy sector.
The minister reaffirmed the government’s commitment to institutional reforms aimed at improving governance, encouraging investment, and ensuring long-term energy security for Pakistan.
