Islamabad, August 25, 2025 – Prime Minister Shehbaz Sharif has launched a landmark initiative by introducing 10 million digital wallets for BISP (Benazir Income Support Programme) beneficiaries, calling it a major step toward financial inclusion, transparency, and a modern cashless economy.
During the launch ceremony, attended by federal ministers, international partners, and senior BISP officials, the Prime Minister symbolically activated the system. He congratulated BISP Chairperson Senator Rubina Khalid and the entire team, terming the initiative a “historic milestone that will ensure genuine beneficiaries receive safe and direct financial assistance without hurdles.”
PM Shehbaz emphasized that this digital system is a continuation of Shaheed Mohtarma Benazir Bhutto’s vision, aimed at empowering low-income families and ensuring transparent assistance delivery. He further stated that BISP is not just a welfare scheme but “a powerful tool for poverty reduction, women empowerment, and economic stability.”
Highlighting the benefits of digital payments, the Prime Minister recalled how, during Ramazan, 78 percent of the relief package was successfully delivered through electronic transfers despite skepticism. “Cashless transactions cut down corruption, improve efficiency, and save time – crucial for a fast-growing economy,” he said.
The Prime Minister also urged that future BISP payments should be linked to education and healthcare. Families receiving support must ensure their children attend school and have access to basic health services. “This will turn BISP into a true social development programme, not just a financial support mechanism,” he added.
Federal Secretary Amir Ali Ahmed shared that the initiative would use beneficiaries’ CNICs with biometric verification to prevent fraud, while 10 million free SIM cards will also be distributed. The rollout has already begun in Hyderabad, Sukkur, and Rahim Yar Khan with support from Jazz/Mobilink.
Senator Rubina Khalid described the launch as a historic achievement that would “open new avenues of social and economic empowerment for millions of deserving families.” She also announced that digital literacy training will be introduced for women beneficiaries to familiarize them with using these wallets.
With this step, BISP strengthens its role as Pakistan’s leading social protection programme, aligning with the country’s vision of financial inclusion and digital transformation.
