The Pakistan Telecommunication Authority (PTA) has conducted an independent Quality of Service (QoS) survey across 20 major cities during the fourth quarter of 2025 to evaluate the performance of telecom operators nationwide.
According to an official press release issued from Islamabad on March 4, 2026, the survey was carried out to assess the quality and reliability of telecom services provided to consumers. The exercise aimed to ensure compliance with regulatory standards and improve the overall user experience.
PTA teams monitored services in key urban areas, including major roads, residential neighborhoods, and commercial hubs. The assessment covered Voice Calls, SMS, and Mobile Broadband/Data services. Advanced automated QoS monitoring tools were used to gather accurate and transparent performance data.
The survey was conducted in line with NGMS license conditions and the Cellular Mobile Network QoS Regulations, 2021. Operators were evaluated based on Key Performance Indicators (KPIs) and their compliance with prescribed thresholds set by the authority.
Based on KPI results, cellular mobile operators were ranked in three primary categories: Mobile Network Coverage, Voice Services, and Mobile Broadband performance. The findings revealed that data services largely remained compliant with regulatory standards in most surveyed areas.
However, the report highlighted that certain Voice-related KPIs fell below licensed thresholds in some locations. Following these observations, PTA has issued formal directions to the concerned operators, instructing them to take corrective measures to address the shortcomings and improve service quality.
The regulator emphasized its commitment to protecting consumer interests and ensuring high-quality telecom services across Pakistan. Regular QoS surveys are part of PTA’s broader strategy to enhance transparency, accountability, and network performance within the telecom sector.
