New framework allows virtual operators to enter telecom market without building network infrastructure
ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has invited applications for Mobile Virtual Network Operator (MVNO) licences, marking a major step towards enhancing competition, innovation and consumer choice in Pakistan’s telecommunications sector.
The move follows the federal government’s approval of the Policy Framework for Mobile Virtual Network Operator services, which allows new telecom providers to offer mobile services without investing in their own network infrastructure.
In a statement issued on Tuesday, the PTA said interested entities can now apply for MVNO licences in Pakistan under the approved policy framework and regulatory guidelines.
What Are MVNOs?
Mobile Virtual Network Operators, commonly known as MVNOs, provide telecom services by leasing network capacity from existing mobile network operators. They then market and sell those services under their own brand names.
The model has gained popularity in many countries as a way to increase competition, encourage innovation and provide consumers with more specialised service options.
Industry experts say MVNO licences in Pakistan could open the door for new business models focused on digital-first users, corporate clients, youth segments and underserved communities.
PTA Seeks Greater Competition
According to the PTA, licensed MVNOs will be able to provide mobile services through commercial agreements with existing telecom operators.
The regulator believes the initiative will create a more competitive telecom landscape by encouraging new entrants to introduce innovative products, customer-focused services and flexible pricing models.
The introduction of MVNO licences in Pakistan is also expected to support the government’s broader digital transformation agenda and improve access to telecommunications services nationwide.
Investment and Innovation Opportunities
Telecom analysts believe the new licensing regime could attract both domestic and international investors interested in Pakistan’s growing digital economy.
By removing the need for costly network infrastructure investments, the MVNO framework lowers barriers to entry and enables companies to focus on marketing, service innovation and customer experience.
Experts note that similar models have proven successful in international markets, where MVNOs have introduced niche products tailored to specific customer groups.
Licensing Framework and Duration
The PTA said MVNO licences in Pakistan will be granted for a period of 15 years, subject to compliance with all regulatory requirements and licensing conditions.
Detailed eligibility criteria, application procedures and operational obligations have been outlined in the regulator’s approved licensing framework.
Outlook for Pakistan’s Telecom Sector
The launch of MVNO licences in Pakistan represents one of the most significant regulatory developments in the telecom sector in recent years.
Analysts expect the initiative to increase competition, improve service quality and provide consumers with greater choice. It may also encourage investment in digital services and help expand connectivity to previously underserved segments of the population.
The PTA has encouraged eligible organisations to submit applications and participate in the newly established MVNO framework as Pakistan moves towards a more competitive and diversified telecom market.
