A delegation from the Cable Operators Association of Pakistan (CAP), headed by Chairman Khalid Arain, recently met with Pakistan Telecommunication Authority (PTA) Chairman Major General (R) Hafeez Ur Rehman, HI (M), to discuss key developments in the telecom and broadband sector.
During the meeting, the CAP delegation strongly welcomed PTA’s decision to issue internet service licenses at the district level, calling it a major boost for the industry and consumers alike.
According to CAP, the move fulfills a long-standing demand of cable operators across Pakistan. For years, operators had been seeking regulatory support to legally provide internet services using their existing cable infrastructure. With district-level licensing now in place, cable operators will be able to offer bundled services, allowing consumers to access high-speed internet alongside cable television through a single network.
Industry representatives believe this step will significantly enhance broadband penetration, particularly in smaller cities and underserved areas. By leveraging established cable networks, internet services can be rolled out more quickly and at lower costs, benefiting end users with improved connectivity and competitive pricing. CAP noted that this development will also create new business opportunities for local operators and contribute to digital inclusion.
Chairman PTA Major General (R) Hafeez Ur Rehman explained that the initiative was introduced to address persistent challenges faced by Small Internet Service Providers (ISPs). Many small and regional ISPs struggle with licensing barriers and operational costs, which limits their ability to expand services beyond major urban centers. District-level licensing is designed to ease these constraints and encourage grassroots-level growth of internet services across the country.
PTA emphasized that expanding broadband access remains a top priority, especially as Pakistan moves toward a more digital economy. Improved internet availability supports e-commerce, online education, remote work, and digital government services, all of which rely on stable and affordable connectivity.
The authority also reiterated its commitment to working closely with industry stakeholders to create a fair, competitive, and innovation-friendly regulatory environment. CAP, in return, assured PTA of full cooperation in maintaining service quality and complying with regulatory requirements.
Overall, the meeting highlighted a shared vision between PTA and cable operators to strengthen Pakistan’s internet ecosystem. The district-level internet licensing framework is being seen as a practical step toward wider coverage, better consumer choice, and accelerated digital growth nationwide.
