SECP, NTC sign MoU to boost cybersecurity collaboration

Islamabad, October 6, 2025 – The Securities and Exchange Commission of Pakistan (SECP) and the National Telecommunication Corporation (NTC) have signed a Memorandum of Understanding (MoU) aimed at enhancing information sharing, strengthening cybersecurity capabilities, and promoting technological collaboration between the two key institutions.

The signing ceremony, held at NTC Headquarters, was attended by Managing Director NTC, Maj Gen (R) Ali Farhan, SECP Commissioner Mujtaba Ahmed Lodhi, and senior officials from both organizations. The MoU establishes a broad framework for mutual cooperation in areas of cybersecurity, digitalization, and technical innovation.

Under the agreement, the SECP and NTC will work jointly on addressing emerging cybersecurity threats, sharing data on evolving risks, and developing effective mitigation strategies. The partnership will also focus on capacity building for cyber incident management, fostering research and innovation in cybersecurity technologies, and strengthening audit and compliance mechanisms, including adherence to international standards such as ISO 27001.

Additionally, both entities will collaborate in establishing and managing Sectoral Computer Emergency Response Teams (CERTs) to enhance national-level preparedness against cyber incidents. The SECP emphasized that this initiative will help ensure the protection of sensitive financial data, while enabling the regulatory environment to keep pace with the rapidly evolving digital landscape.

Speaking on the occasion, NTC Managing Director Maj Gen (R) Ali Farhan highlighted the importance of inter-agency coordination, noting that partnerships like this with the SECP are vital to building a secure digital ecosystem for Pakistan’s public and private sectors. “Through collective efforts, we can safeguard critical infrastructure and ensure the integrity of communication networks,” he remarked.

SECP Commissioner Mujtaba Ahmed Lodhi praised NTC’s consistent support and underlined the SECP’s commitment to creating a resilient, secure, and technologically advanced financial regulatory framework. He also called for increased awareness and training programs to foster a culture of cybersecurity vigilance.

Both the SECP and NTC reaffirmed their shared commitment to continued collaboration, regular consultations, and joint initiatives aimed at strengthening Pakistan’s cybersecurity posture and promoting sustainable digital governance.
