Income Tax Ordinance 2001 clarifies that returns, documents and applications submitted to an authorised Inland Revenue officer are treated as submitted to the Commissioner.

The Federal Board of Revenue (FBR) has explained the rules governing the submission of income tax returns, documents and applications under Section 215 of the Income Tax Ordinance, 2001, for Tax Year 2027.

According to the Income Tax Ordinance updated up to June 30, 2026, Tax Year 2027 covers the period from July 1, 2026, to June 30, 2027.

Section 215 deals with the furnishing of returns, certificates, documents, accounts and statements to authorised Inland Revenue officers.

Under subsection (1), where the Commissioner Inland Revenue delegates powers under Section 210 to an Inland Revenue officer to receive or call for tax returns and other documents, taxpayers are required to submit the relevant material to that designated officer.

The law clarifies that any return, certificate, document, account or statement submitted to the authorised officer will be treated as having been furnished to the Commissioner.

Similarly, subsection (2) provides that where a taxpayer is permitted under the Income Tax Ordinance to submit an application to the Commissioner, and the Commissioner delegates the authority to receive such applications to an Inland Revenue officer, the application submitted to that officer will be treated as having been made to the Commissioner.

The provision establishes the legal validity of submissions made through officers authorised by the Commissioner under the delegated powers.
