Sindh Government Notifies Agricultural Income Tax Rules, 2025

Karachi, August 24, 2025 – The Government of Sindh has formally introduced the Agricultural Income Tax Rules, 2025, marking a major step toward streamlining the taxation framework for the province’s growing farm economy.

These rules aim to ensure proper compliance with the Sindh Agricultural Income Tax Act, 2025 and strengthen the revenue base without burdening small-scale farmers.

The notification, issued on August 22, 2025, states that the rules have come into immediate effect and are applicable across the entire province of Sindh. Under the new framework, every landowner responsible for paying tax or any related sum based on agricultural income must register with the Sindh Revenue Board (SRB) through an e-filing system. Registration will be linked to a unique Agricultural Income Tax Number (AITN), which will be used to track compliance and payments.

The rules further require owners to update their registration information in case of changes in name, address, email, or other particulars. If a landowner ceases to earn agricultural income, a formal de-registration request must be filed electronically within 60 days.

Taxpayers are also required to e-file their annual returns by the prescribed due date. Each return must include full disclosure of income details, evidence of tax payment, and will be treated as a self-assessment submission. The rules authorize an Agricultural Income Tax Officer (AITO), not below the rank of an assistant commissioner, to issue notices to individuals who fail to file returns on time.

Furthermore, landowners must maintain records in Urdu, Sindhi, or English to ensure proper determination of tax liabilities. The government also retains the authority to exempt or remit taxes in areas declared calamity-affected, reflecting its commitment to supporting farmers during natural disasters.

Officials believe that the Agricultural Income Tax Rules, 2025 will modernize tax compliance while strengthening fiscal management across Sindh’s rural economy.
