Karachi – The Sindh Government’s Department of Transport and Mass Transit has unveiled a series of initiatives to upgrade motor vehicle fitness standards across the province.
As part of the reform, new Motor Vehicle Fitness Certificates featuring modern security measures, such as barcodes, will be issued starting December 1, 2024. The updated certificates are designed to improve road safety, reduce environmental pollution, prevent fake certificate issuance, and enhance government revenue.
Sharjeel Inam Memon, Sindh’s Minister for Information, Transport, and Mass Transit, announced the measures and emphasized the importance of adherence to the newly issued Standard Operating Procedures (SOPs). These SOPs are intended to bring uniformity and accountability to the Motor Vehicle Inspection System (MVIS).
Under the new system, all previously issued fitness certificates will become invalid following a specified cut-off date, which will soon be announced. To streamline operations, old records from Motor Vehicle Inspector (MVI) wings across Sindh will be confiscated, and a central database of fitness certificates will be developed. The database will be managed via an Android application, ensuring transparency and easier access to vehicle information.
To ensure compliance, law enforcement agencies such as the traffic police, district SSPs, and highway and motorway police will assist the Transport Department in implementing the new measures. Designated officers will conduct regular snap checks, and any Motor Vehicle Inspector found issuing fake certificates will face strict legal action.
Sharjeel Inam Memon also highlighted plans to enhance public awareness through campaigns in print and electronic media. Meetings with transport associations will be organized to facilitate a smooth transition to the new system.
In Karachi, vehicle inspection facilities will be set up at designated locations in Saeedabad, Malir, and Keamari. The city will be divided into East and West zones for efficient management, with a focal person assigned to oversee operations and submit monthly progress reports. Similar facilities will also be established in other districts of Sindh.
The Transport Department aims to modernize vehicle inspections and promote road safety through this initiative, setting a precedent for effective governance in the sector.
