Sindh sets Rs520 billion ADP for 2025–26

Karachi, June 13, 2025 – The Government of Sindh has announced a Rs520 billion allocation for its Annual Development Plan (ADP) for the fiscal year 2025–26, aiming to strike a careful balance between financial discipline and strategic development priorities.

Initially, the Sindh Planning and Development Department had prepared a comprehensive ADP draft amounting to Rs595 billion, based on departmental demands and emerging infrastructure needs. However, due to expected shortfalls in federal transfers and cautious fiscal outlook, the government revised the plan downward by 20%, bringing the total ADP size to Rs520 billion.

Despite this rationalization, the ADP 2025–26 maintains its focus on high-priority sectors and underdeveloped regions. A total of 475 new schemes have been proposed across key thematic areas such as flood rehabilitation, renewable energy expansion, clean water and sanitation access, urban infrastructure uplift in divisional headquarters, and accelerated development in five of Sindh’s most underprivileged districts.

A targeted 20% increase has been proposed specifically for the social and productive sectors, ensuring that essential public services continue to grow in scope and reach. Sector-wise allocations in the ADP for FY2025–26 include:

• Education: Rs96.7 billion

• Health: Rs45.4 billion

• Irrigation: Rs80.6 billion

• Agriculture: Rs132.79 billion

• Energy: Rs155.2 billion

• Livestock: Rs11.25 billion

• Fisheries: Rs23.1 billion

Several new and critical initiatives have also been outlined in this year’s ADP:

• Rs15 billion for new development projects

• Rs12 billion for rehabilitation of flood-damaged infrastructure

• Rs25 billion dedicated to renewable energy projects

• Rs12 billion for Karachi’s urban infrastructure

• Rs15 billion to accommodate CSR-2024 cost impact

• Rs45 billion aligned with Sustainable Development Goals (SDGs)

• Rs7.5 billion for the uplift of divisional headquarters

The Sindh government emphasized that the ADP 2025–26 is structured to promote inclusive, climate-resilient, and equitable growth. With a future-focused approach, the provincial leadership remains committed to long-term development goals that not only rebuild but also future-proof Sindh’s economy and society.
